Why does my prelude surge at idle?

i have a 93 honda prelude with the h22a1 and at idle the revs surge from 1k too 2k then back down and so on.... i cleaned my idle air Control valve with carb cleaner.... what else could it be? or should i just replace the IACV? any help will be awesome! thanks (10 pts)
