Would you support monetary incentives for sterilization?

Would you be in favor of a set amount of cash for people to undergo sterilization? It would be completely voluntary. Do you think it would lead to a gradual decline of people in poverty? If so, should it be offered to both men and women, or just men? A vasectomy (male sterilization) costs about $500 to $1000, a tubal ligation (female sterilization) costs about $1000 to $3000.
